The gas isn’t going to Germany.

SEFE (Securing Energy for Europe), the German federal government’s energy company, just signed a twenty-year, one-million-tonne-per-year deal to buy LNG from the Ksi Lisims project on the BC north coast, and the plan is to ship those cargoes to Asia, freeing other supplies elsewhere in its system for redirection into Europe. It’s a real milestone for Canadian LNG. It also surfaces a question we have not yet answered as a country: what’s our strategy for the value of being an exporter, not just the reach of being one?

What was actually announced

On 27 May in Vancouver, Minister of Energy and Natural Resources Tim Hodgson announced the first long-term LNG supply agreement between Canada and Europe. SEFE will purchase one million tonnes per annum (mtpa) of liquefied natural gas from the Ksi Lisims project for up to twenty years, with deliveries beginning in the early 2030s. Minister Hodgson was joined on the podium by Adrian Dix, BC’s Minister of Energy and Climate Solutions; the Deputy Consul General of Germany to Vancouver; and Eva Clayton, President of the Nisga’a Lisims Government. Ottawa estimates the deal will contribute around fifteen billion dollars to Canadian GDP over thirty years.

A few things that are worth noting. The deal is a heads of agreement (HoA), which is a long-term supply commitment that still depends on a final binding sales and purchase agreement, and on the project itself reaching final investment decision (FID). Western LNG, the Houston-based lead developer, is targeting FID by year-end 2026.

But here’s the interesting part that most coverage has largely glossed over: the gas will not physically reach Europe. SEFE intends to use the cargoes as portfolio supply into Asia, while freeing up other LNG cargoes elsewhere in its system for redirection into European markets.

Think of it like routing deliveries the most efficient way.

Gas shipped from Pearse Island in BC is much closer to Asia than to Europe. Getting it to places like Tokyo is a short trip across the Pacific, while sending it to Europe would mean a long, expensive journey through the Panama Canal. The US Gulf Coast is the opposite; it’s close to Europe across the Atlantic, but far from Asia.

So instead of physically sending Canadian gas all the way to Europe, the buyer (SEFE) does something smarter. It sends the Canadian shipments to Asia, where they’re cheapest to deliver, and uses other gas it already has in the US to supply its European customers.

In the end, Europe still gets the same amount of gas, and Asia does too. The routes are simply shorter, cheaper, and more efficient.

That’s also a small observation worth holding on its own. The global energy system has efficiency rungs we have barely climbed, and a swap structure like this one is a glimpse of what real attention to efficiency could deliver.

It’s a swap, in commercial terms, more than a literal Canada-to-Germany shipping route. That doesn’t make it less significant. It does mean the headline “Canada’s first LNG deal with Europe” is doing real work behind the scenes that’s worth pulling into the light.

A real milestone for Canadian delivery

This is the delivery test made visible. For years, Canadian LNG ambition has run ahead of Canadian LNG construction. Capital cycles, regulatory complexity, market timing, the sheer scale of these projects; none of that is anyone’s failing, it’s just what these projects are. This new deal moves Ksi Lisims one step closer to the test that matters most, which is whether the announcement becomes a project.

The signs are real. TotalEnergies and a Shell subsidiary had each previously signed for roughly two mtpa. SEFE’s one mtpa takes the contracted stack to about five mtpa against the Ksi Lisims project’s planned nameplate capacity of twelve mtpa, in a buyer environment that has not been easy for new Canadian volumes. Commercial momentum is building.

It’s worth honouring what the deal is built on. Ksi Lisims is a partnership between the Nisga’a Nation, Rockies LNG (a consortium of Canadian gas producers), and Western LNG. The proposed ten-billion-dollar floating liquefaction facility on Pearse Island, about eighty kilometres north of Prince Rupert on Nisga’a Nation territory, is being designed to run on renewable hydroelectric power, with a stated pathway to net zero.

In November 2025, Prime Minister Carney referred the project to the federal Major Projects Office, which is shepherding it under the “one project, one review” approach. The referral covers the facility, the roughly 750-kilometre Prince Rupert Gas Transmission pipeline that would deliver feed gas, and a roughly 120-kilometre Nass Valley Regional Transmission Line drawing power from the BC Hydro grid.

This is real delivery capability assembling itself, in plain view, on a meaningful timeline.

Two pieces of honest framing belong alongside that. First, five mtpa of contracted offtake on a twelve mtpa nameplate is roughly forty percent. LNG terminals typically aim for the eighty to ninety percent range before sanctioning, so “FID by year-end” is a stretch target rather than a foregone conclusion.

Second, the project is contested. The Nisga’a Nation is a co-owner and partner. At the same time, the Gitanyow Hereditary Chiefs, the Lax Kw’alaams Band and the Metlakatla First Nation have all filed legal challenges connected to the project or its pipeline route. Indigenous interests in this corridor are not monolithic, and it’s more honest to say so plainly than to describe the project as either “Indigenous-backed” or “Indigenous-opposed.” Both characterisations are partial.

The molecule question

The same question scales. Start with the molecule itself.

A few weeks ago in Power to X, I made the case for a value hierarchy in how we use our valuable hydrocarbon molecules. Electrons do work. They spin the motor, light the room, move the vehicle. Molecules create value through chemistry (fertilisers, plastics, fuels, medicines). The hierarchy isn’t a moral ranking. It’s an observation about what each form of energy is uniquely good at. Burning a high-value hydrocarbon molecule simply to produce low-value power sits, in the hierarchy, at the bottom rung. We do it because the system is built that way, not because it’s the best use of what’s in front of us.

That lens applies here. LNG is the molecule, packaged for transport. Whatever happens to it at the other end of the voyage is what determines where on the hierarchy this trade sits.

My view on gas, as I’ve said before, is that it’s the most defensible option among imperfect thermal choices (nuclear aside). It’s a genuine bridge fuel where alternatives are either worse or not yet available. Running a gas plant in a remote community to displace diesel is genuinely better. Replacing coal in a power system that has no near-term renewable option is genuinely better. That logic is about gas burned domestically to displace something worse.

What this gas will actually do at the other end of the voyage isn’t specified in the deal. Globally, most LNG is combusted for power generation, industrial processes, residential and commercial heating, with a smaller share going to feedstock uses (ammonia, methanol, hydrogen, petrochemicals). And as Asian buyers historically lean combustion-heavy, this will likely be the fate of these molecules.

If the assumption holds, the question splits two ways. Is it the bridge-fuel argument at planetary scale (Canadian LNG displacing Asian coal) and therefore a real decarbonisation case worth taking seriously, or is it moving the low-value combustion use offshore while we keep the export receipt? Probably some of both. The question won’t be settled in an article. If the molecule lands at the lower end of the hierarchy when the receiving plant fires it up, both interpretations have to contend with that reality.

The project question

Step up one level. If burning the molecule is the lowest-value use, exporting raw LNG is the project-scale analogue: take the molecule, cool it, ship it, hand it to someone else, let them decide where it sits on the hierarchy. Canada captures the volume, the netback, the royalties and the jobs. The downstream value is captured somewhere else.

That isn’t necessarily wrong. There are real reasons Canada exports raw molecules. Distance from end markets. The scale of the resource. The capital intensity of downstream infrastructure. The comparative advantage of a producer-economy operating on a continent already long on petrochemical capacity. The argument for an LNG export project is precisely that the molecule is worth more on a tanker than stuck in the basin.

But it’s worth asking what other value sits next to this same molecule. Ammonia and blue hydrogen are obvious adjacencies. These products take the same feed gas and embed it in a higher-value chemistry before export. Methanol is another. So is petrochemical buildout closer to the wellhead. None of these are easy. All of them have been studied to exhaustion and have run into the same walls: capital, offtake, infrastructure, jurisdiction, time. The point isn’t that Canada should have built any of them yesterday. The point is that the project we are sanctioning, in the corridor we are sanctioning it, is the one that captures the molecule’s value at the lowest rung of the ladder.

That isn’t a criticism of Ksi Lisims. It’s a description of where it sits on the value hierarchy. The question worth holding is whether the country has the strategy, the patience and the strategic instruments to capture the next rung up — not in this project, but as a posture.

The nation question

Step up one more level. The nation-state.

Look at who was actually at the table on 27 May.

On the Canadian side: a federal minister, a provincial minister, the Major Projects Office sponsoring a fast-tracked review, the President of the Nisga’a Lisims Government, and a private consortium led by a Houston-based operator. The federal role was to facilitate, to permit, to announce. None of these actors were transacting on the country’s account. The molecule is not being bought or sold by Canada; the deal itself is a commercial contract between a private project and a foreign state.

On the German side: SEFE, a wholly state-owned energy company, buying for Germany’s national account.

The contrast comes into focus once you unpack what SEFE is. Until 2022, it was Gazprom Germania, a full subsidiary of the Russian state gas exporter, embedded in European gas infrastructure for decades. After Russia’s invasion of Ukraine, sanctions severed its access to financing and counterparties. The German federal government intervened, placed it under trusteeship, recapitalised it with €6.3 billion in EU-approved state aid, took full ownership in November 2022, and renamed it Securing Energy for Europe. Today, SEFE delivers roughly 200 terawatt-hours of gas annually across Germany, the United Kingdom, and other markets, with plans to re-privatise by 2028.

That origin story answers the obvious question: why does Germany have this and Canada doesn’t?

Germany was on the import-shock end of an energy crisis. Canada has never occupied that position. We have been the supplier, not the state at risk of losing access. We did not build this instrument because we never had to.

That is a fair observation, not a complaint. It is also why the table that day looked the way it did. The Prime Minister himself, speaking at the Economic Club of New York the day after the announcement, described the deal three times in one sentence as “private company, indigenous-led, private company.” Germany sent a principal. Canada sent facilitators. Both parties acted entirely within the logic of their own histories.

The question Powering Canada Strong doesn’t quite answer

A word of caution here. This is easy to misread.

Taken seriously, Powering Canada Strong (PCS) is a Canadian energy security programme. The components are real and coherent: interties to move power across regional grids; hardening critical infrastructure in the North; regulatory speed through “one project, one review”; and supply-chain capacity for what actually gets built. On its own terms, PCS is a serious answer to the question, does Canada have an energy security strategy? It does.

But PCS is, primarily, a programme of domestic resilience. Keep the lights on. Keep the system standing. Move major projects from review into construction. That work matters enormously, and nothing here argues against it.

The question raised by the SEFE deal is a different one, and PCS does not directly answer it.

On the export side, Canada’s posture has broadly been to develop and sell. The private market builds the project; the federal government approves it; the molecule leaves the country; and downstream value is captured elsewhere. That model has produced a successful export economy. But it is not designed to capture the full value of being an exporter. It is designed to enable the act of exporting.

The 27 May deal makes that asymmetry visible because the buyer arrived with an explicit value-capture instrument. SEFE is not just a customer; it is a sovereign principal, mandated to make supply work for Germany’s national account. Canada, by contrast, showed up with a facilitator’s toolkit (permits, fast-track review, ministerial announcement) which, by design, does not negotiate margin or strategic terms on the country’s behalf.

The easy move from here is the wrong one. It is tempting to say, “Canada should build its own SEFE.” That is not the argument.

Canada’s private-market model is a large part of why it is a successful energy exporter. Capital is patient because it is private. Risk is borne by parties who price it. Politics, mostly, stays out of the boardroom. Introducing a sovereign trading arm into that system would change those incentives in ways that are difficult to predict and harder to reverse. State energy companies have a mixed record internationally. For every Equinor or Saudi Aramco, there is a long tail of underperforming national champions whose strategic mandates eroded commercial discipline. Canada has lived this debate before. Petro-Canada and the National Energy Program remain within living memory. That history is not going anywhere, and it should not be ignored.

There is, however, a wrinkle in that history that is already shaping how Canada is acting on a different molecule.

Speaking at the Economic Club of New York the day after the LNG announcement, the Prime Minister described how Canada is now structuring offtake for critical minerals. His example was a Quebec graphite project, which has federal support to bring it forward, followed by pre-arranged offtake. During his remarks, he commented “we’ve already syndicated it out to Italy, to Japan, to Luxembourg,” naming Panasonic and Eni. That is value capture in practice: deliberate offtake structuring, allied-partner placement, and a government acting closer to principal than facilitator.

It maps closely to the argument I made in Critical Minerals Geopolitics back in March. Move beyond extraction. Capture downstream value. Convert reserves into strategic leverage. That work has begun. The open question is whether the same lens will be applied to LNG, or whether critical minerals remain the exception.

So the question to hold, rather than answering prematurely, is this:

Canada has a domestic resilience strategy in PCS. It has an export build-out in Ksi Lisims, LNG Canada (which began exporting in June 2025), and TMX. It has the beginnings of a value-capture posture in critical minerals. What it does not yet visibly have is an equivalent posture on hydrocarbons. A national framing for how the country captures margin, downstream value, and strategic leverage as a supplier the world relies on.

That gap may be filled by sharpening private-market tools. By structuring more sophisticated long-term agreements with allied state buyers. By downstream and petrochemical policy. By something not yet designed. Or by none of the above if the implicit answer, that the private market is the strategy, proves to be the right one.

That is the question worth putting on the table now, not as a prescription, but as a posture decision, before the next deal arrives.

The components exist — integration is the hard part

This is a real milestone.

The deal strengthens the commercial case for Ksi Lisims, takes contracted volume to roughly five mtpa, and gives the project visible momentum heading into a year-end FID window. It affirms an Indigenous-led partnership model that has taken years to assemble. And it tells a useful story about Canadian delivery capability at a moment when that story needs to be told.

It also clarifies the balance sheet — what Canada has, and what it does not.

We have world-class resources. We have a domestic-resilience programme in PCS. We have a credible build-out story, with projects moving from approval into construction and export. We have emerging Indigenous-led delivery capability, which is one of the most underappreciated competitive advantages in the global energy system. And we have the beginnings of a value-capture posture in critical minerals: public support, structured offtake, allied-partner placement.

What we do not yet have, or at least have not yet articulated, is an equivalent posture on hydrocarbons: a strategy for what the country captures from the molecule, not only what it ships.

Value accrues along a hierarchy. The molecule sits higher than the wellhead. The project sits higher than the molecule. And, ultimately, the nation sits above them all. Electrons do the work; molecules carry the margin. The question is how much of that margin Canada intends to retain.

The components exist. The integration is the hard part.

That is the question the SEFE deal puts on the table — and it is better answered before the next deal arrives, not after.
